With reference to my confidential despatch of the 16th of January, 1927, which gave an account of the regulations drawn up "for the prevention of disputes between labour and capital in the province of Kwangtung"

during the Soviet régime in Canton, I have the honour to

forward for your information the accompanying translation of an extract from a Hong Kong vernacular newspaper setting

forth the more recent attitude of the Canton Authorities

towards the constitution and regulation of the Labour

Unions of the Province. Attention is particularly invited to the complete control by Government provided by

Article 15.

In this connection I have to refer you to my confidential despatch of today's date reporting the

lishment of a Labour Advisory Board in this Colony.
